Shanghai Center for Energy Saving and Emission Reduction – Yingna Zhao – 2025

Yingna Zhao conducted research relevant to the green and low-carbon development in Shanghai.

In response to national policies, Shanghai has launched a series of pilot demonstration initiatives for carbon peaking and carbon neutrality. To support advanced cases among these pilots, it is necessary to establish a comprehensive evaluation index system that could assess the progress of green and low-carbon transition in the key sectors, the level of synergies in energy conservation, and the carbon reduction of projects. Based on this, the Shanghai Center for Energy Saving and Emission Reduction (ESER) recruited Yingna to assist the researchers relevant to the above work.

Yingna conducted research focusing on three tasks: construction of an index system for green and low-carbon scenes, research on policies of green and low-carbon transitions, and design of a green and low-carbon industry directory matching tool. By analyzing the policy environment, studying industry reports, conducting interviews and case studies, she developed preliminary index frameworks for multiple scenes, a number of research reports, and a matching tool.

These efforts can be used to assess the level of carbon emission reduction effects of pilot projects in low-carbon scenes, to encourage more pilot demonstration work for carbon peaking and carbon neutrality. These outputs could be helpful for senior professionals at ESER to perform further research on regional green and low-carbon transition and development, especially on policy advisories and planning.
