United States Department of the Navy – Katie Davis – 2019
Goals
The United States Department of the Navy enlisted EDF Climate Corps fellow Katie Davis, to support the development of Installation Energy Plans (IEP) at all 71 Navy Shore Bases. As a Department of Defense mandate, the IEP is a living document that integrates strategic guidance into a holistic roadmap that aids the installation in working towards their goals in energy efficiency, reliability and resilience. Each installation is responsible for the development and briefing of an IEP over the next year, which will be maintained as a centralized planning tool utilizing metrics to identify gaps and project opportunities.
Solutions
Davis approached the task by providing guidance and feedback to the Installation Energy Managers (IEM) executing the IEPs and the Commander, Navy Installation Command (CNIC) the owner of the IEP. She created a collaborative environment for IEMs by initiating multiple communication channels; weekly training calls, an on-going forum in increase knowledge-sharing, and a weekly, “IEP Tip of the Week” for further guidance on how the IEP aligns with the Navy big-picture. Davis used the feedback from the multiple communication channels to guide the development of an online energy platform tool that will host all IEPs in the future.
Potential Impact
The development and maintenance of the IEP will have three major impacts to installation and Navy enterprise energy planning.
- Improved access to energy data to drive an integrated and systematic approach to energy management through informed energy planning
- Create a centralized document for Installation Energy Managers
- Highlight opportunities for improvement and resources needed
As a result, the Navy will be better equipped to complete IEPs and assist in aligning energy security to mission assurance.
