Climate Policy News You Can Use — October 2025

EPA has recently proposed to eliminate GHG emissions reporting for nearly all industrial sectors, while delaying reporting for oil and gas facilities under subpart W of the Greenhouse Gas Reporting Program (GHGRP). 

This repeal would undercut the most comprehensive, transparent source of U.S. emissions data — critical for companies to benchmark performance, demonstrate transparency, and align with international monitoring, reporting, and verification standards. Weakening it would erode investor confidence, increase regulatory uncertainty, and put U.S. companies at a disadvantage as global markets tighten climate disclosure requirements.  

Take Action
Submit public comments to EPA by November 3 opposing EPA’s proposal and providing your perspective on the GHGRP as a cornerstone of transparency, regulatory certainty, and global competitiveness. Comments can be submitted here

Last week, the EU Omnibus package was rejected at the European Parliament plenary vote. This vote creates much uncertainty and could derail finalization timelines, putting the European Parliament at odds with the Council. Now, the file has been reopened for amendment from every parliamentary group, and there is a planned debate and vote in the European Parliament’s plenary on November 12 and 13. Please reach out if you are interested in a detailed breakdown of the recent updates made since the European Parliament’s compromise.  

The California Air Resources Board (CARB) has released multiple guidance materials and continued to invite public input on its implementation of the California Corporate Greenhouse Gas Reporting and Climate Related Financial Risk Disclosure Programs. Most recently, CARB released a draft reporting template for Scope 1 and 2 GHG reporting. CARB plans to present its initial implementing rule to its board in Q1 2026; a draft rule will be released for public input prior to that presentation.   • DOE announced the termination of 223 Clean Energy Projects with a valuation of $7.5B, following the Secretarial Memorandum entitled “Ensuring Responsibility for Financial Assistance”. Projects have 30 days to appeal the decision starting October 3, 2025. 
  • Secretary Wright directed FERC to initiate rulemaking procedures to accelerate interconnection of data centers. 
  • The Trump Administration intervened in efforts to institute an internationally binding climate pollution shipping tax at the recent International Maritime Organization’s (IMO) meeting held from October 14-17. The issue will be revisited in one year.
